Economic/Business Data Analyst - DC Metro Area

The ideal candidate will perform analysis, research, and evaluations of data and trends from a variety of sources including but not limited to: Federal Procurement Data System Next Generation (FPDS NG), Lexus Nexus, Dun and Bradstreet, Online Representation and Certification (ORCA), Consolidated Business Information System (CBIS), Electronic Subcontracting Reporting System (eSRS).

 

Must be able to prepare reports as required to support the client’s goals and objectives.


Provide documented analysis and data to briefings, responses to action items, statutory reporting, and ad hoc advocacy papers and presentations.​

Collect and analyze data in support of emerging program goals, objectives, and statutory requirements. Evaluate current program effectiveness and make data driven recommendations for program and process improvement.

Conduct market research and business systems analysis and estimate the potential for product or service delivery from different sectors of commercial markets.

As lead project officer for all stakeholder requests for business trends, data analysis, and reporting. Develop  and deter​mine the methodology, parameters and procedures for conducting each analysis.

Perform a full range of qualitative and quantitative research for assessment and analysis of data. The contractor shall identify and resolve anomalies in data, reports, briefing charts, and other data issues; reporting the issues and appropriate courses of action to the Program Director and Contracting Officer’s Representative.

Develop, coordinate, staff, and brief status and results of their efforts through, presentations, graphics, spreadsheets, reports, and presentation slides.

Generate accurate forecasts of program performance based on a reasoned analysis of multiple trends. Coordinate with team members and client stakeholders.

Plan and schedule work in a manner that promotes a smooth flow and even distribution of effort. The contractor shall identify the need for changes in priorities and take effective and timely action to implement such changes.

Apply forecasting techniques to develop accurate forecasts based on a reasoned analysis of multiple trends

Collect, analyze, track and report contract award and performance results

Required Qualifications:
Bachelor’s degree in statistics, business, economics, operations research or related field
Working knowledge of Air Force acquisition cycle and procurement, FAR, IDIQ contracting
Working knowledge and experience using Office of Secretary of Defense (OSD) and Federal data systems (FPDS-NG,ESRS, CBIS, ORCA) and the ability to relate data between various systems
Comprehensive knowledge of and experience with current procurement data systems and contracting principles including the latest procedures and techniques

Ability to develop innovative data and trend analysis methodologies and to write effective queries and obtain relevant data, spot trends in data and synthesize disparate data from multiple sources
Highly skilled in conducting market research and business systems analysis to determine the potential for product or service delivery from the small business industrial base
Expert knowledge of business process modeling and re-engineering to gain efficiencies and align business applications with new processes
Trained and proven experience applying the principles of Lean Six Sigma to map processes and standardization:
Expert level knowledge of process output/effectiveness measurements
Proven ability to adjust to changing circumstances and to work with multiple stakeholders on tight schedules and produce products that have the buy in necessary to turn into AF-level guidance/policy/education or training
Ability and willingness to provide training to other acquisition professionals on data gathering techniques
